NOTICE OF ANNUAL BUDGET HEARING and  BUDGET VOTEOTSELIC VALLEY CENTRAL SCHOOL DISTRICTNOTICE IS HEREBY GIVEN, that a public hearing of the qualified voters of the Otselic Valley Central School District, Chenango and Madison Counties, New York, will be held in the South Otselic school building in said district on May 6, 2021 at 7:00 PM prevailing time, for the presentation of the 2021-2022 budget.  The budget will be available for review on April 30, 2021 at the Otselic Valley School.  The budget will also be available on the website, www.ovcs.org.    AND FURTHER NOTICE IS HEREBY GIVEN, that said vote and election will be held on Tuesday, May 18, 2021 between the hours of 12:00 PM and 9:00 PM, prevailing time, at the following polling place:  Otselic Valley School Building, 125 County Road 13A, South Otselic, New York, for the purpose of voting upon the following propositions:1).    To adopt the annual budget of the School District for the fiscal year 2021-2022 and to authorize the requisite portion thereof to be raised by taxation on the taxable property of the District.2.)    To elect one member of the Board of Education for a 5 year term commencing July 1, 2021 and expiring on June 30, 2026 and to succeed Gregory Brown, whose term expires on June 30, 2021.3.)    To elect one member of the Board of Education for a 2 year term commencing July 1, 2021 and expiring on June 30, 2023 and to fill the unexpired term of Paul O’Connor, whose term expires on June 30, 2023.4.)     RESOLVED, that the Board of Education of the Otselic Valley Central School District is hereby authorized to purchase and finance one 48 passenger school bus and two 66 passenger school buses, including necessary furnishings, fixtures and equipment and all other costs incidental thereto, and expend a total sum not to exceed $420,000, which is estimated to be the total maximum cost thereof, and said amount, or so much thereof as may be necessary, shall be raised by the levy of a tax upon the taxable property of said School District and collected in annual installments as provided by Section 416 of the Education Law; and, in anticipation of such tax, obligations of said School District, in the principal amount not to exceed $420,000, shall be issued.NOTICE IS FURTHER GIVEN that in-person voting will be conducted in a manner consistent with NYS Department of Health guidelines intended to protect voters and school district personnel and may include the requirements that voters wear masks and maintain proper social distancing. NOTICE IS FURTHER GIVEN that qualified voters may obtain applications for absentee ballots from the office of the Clerk of the School District. Completed applications for absentee ballots must be received by the District Clerk of the School District no later than 5:00 P.M. prevailing time, on May 17, 2021, and must be received no later than 5:00 P.M., prevailing time, on May 11, 2021 if the absentee ballot is to be mailed to the voter. Completed applications received after 5:00 P.M. on May 11, 2021, will require the voter to personally appear at the Office of the Clerk of the School District to receive an absentee ballot. A listing of all persons to whom an absentee ballot is issued will be available for inspection by any qualified voter during regular business hours in the Office of the Clerk of the School District through May 17, 2021. Qualified voters who do not want to vote in person because of concerns surrounding COVID-19 and public gatherings may also request an absentee ballot on those grounds as provided by law and Executive Order(s) then in effect.  Guidance regarding absentee voting due to concerns related to COVID-19 will be published on the School District’s website when available and questions may also be directed to the District Clerk at (315) 653-7218 or GBurpee@ovcs.org.NOTICE IS FURTHER GIVEN that military voters who are qualified voters of the School District may apply for a military ballot by requesting an application from the District Clerk at (315) 653-7218 or GBurpee@ovcs.org.  For a military voter to be issued a military ballot, the District Clerk must have received a valid ballot application no later than 5:00 pm on April 22, 2021.  In a request for a military ballot application or ballot, the military voter may indicate their preference for receiving the application or ballot by mail, facsimile transmission or electronic mail.AND FURTHER NOTICE IS HEREBY GIVEN that a copy of the statement of the amount of money which will be required to fund the School District’s budget for 2021-2022 exclusive of public monies, and the tax exemption report, may be obtained by any resident of the District during business hours beginning April 30, 2021, except Saturday, Sunday or holidays, at the District Office, South Otselic, New York,AND FURTHER NOTICE IS HEREBY GIVEN that petitions nominating candidates for the office of member of the Board of Education shall be filed with the Clerk of said School District at her office in the school, 125 County Road 13A, South Otselic NY, not later than Monday, April 19, 2021 between the hours of 8:00 AM and 5:00 PM.  Each petition shall be directed to the Clerk of the District, shall be signed by at least 25 voters of the District, and must state the name and residence of the candidate.Only qualified voters will be permitted to vote.  A qualified voter is one who is (1) a citizen of the United States of America, (2) eighteen years of age or older, and (3) a resident within the School District for a period of thirty (30) days next preceding this District Meeting.  By Order of the Board of Education  Georgetown - South Otselic Central School DistrictGail Evans Burpee, District ClerkDated:    March 18, 2021
